In particular, some paper industry is the mainstay of local finance. Despite the serious pollution and public grievances, but facing huge financial deficits, local governments are also blind to the paper industry.
In addition, some parts of China have already loosened for the renovation of boilers that have been demanded for rectification. The government is no longer insisting on the same, allowing companies to replace gas-fired boilers, and some local enterprises are still using low-cost coal-fired boilers.
Recently, in view of the grim situation of global foreign trade and China's serious employment crisis, Premier Li Keqiang issued a speech on stabilizing one of the traditional "troika" exports that the past relied on. This speech may mean that stable exports and stable employment will be re-raised to a high position, and environmental protection may be degraded.
If a large number of backward papermaking production capacity, which is planned to be shut down for rectification or being phased out, is re-started, the supply and demand pattern of China's paper industry may change, and the balance between supply and demand will develop in a direction that is more conducive to downstream packaging and printing customers.
